Why it exists
A renewal, a missing record, a cash pinch, and an unopened notice are easier to miss when they live in different places.
A renewal, an incomplete packet, a cash constraint and an unopened notice may each require different action. When they are tracked separately, the full picture is harder to see. 1471 is intended to support visibility and coordination, not to determine compliance.

Signals are organizational alerts, not advice or a determination that a business is compliant.
